First-Year University Students to Get Fee Refunds Under New Policy – Haruna Iddrisu | Gh Edu Pro

Haruna Iddrisu, the Education Minister-designate, has announced that first-year university students who have already paid their admission fees will receive refunds. This is part of the government’s plan to implement free university tuition for first-year students in public universities.


The Tamale South MP shared this update during his vetting before the Appointments Committee of Parliament. He explained that although universities have started their admission processes, the government’s proposed policy is yet to begin.


According to Haruna Iddrisu, the government has allocated GH₵345 million to cover admission fees for students pursuing general subject areas. However, professional courses like medicine will not be included in this initial phase.


“On the authority of President Mahama, and with the approval of the Minister of Finance-designate, Hon. Ato Forson, this provision will be included in the government’s Reset Budget. The funds will ensure that students undertaking courses in the general subject areas have their admission fees refunded,” he announced.


President Mahama first announced the tuition-free policy at the launch of the Youth Manifesto ahead of the 2024 elections. He explained that the policy’s goal is to improve access to higher education, especially for students from disadvantaged backgrounds.


“This is a model to experiment,” Haruna Iddrisu said. “For President Mahama, we will look at it. How do we fare as a country? If it’s possible for expansion, then he will expand it.”



Teacher Trainees Colleges and nursing training colleges are not yet part of the initiative, but they are expected to join soon, as admissions were granted to them in 2024.


Despite its promise, some Ghanaians have raised concerns about the sustainability of the policy and its funding. However, the NDC assures that they have conducted thorough research to ensure its smooth implementation.


This initiative marks a significant step toward making higher education more affordable and accessible for Ghanaians. The government’s decision to refund fees paid by students underscores its commitment to education and economic equity.
